- Sovereign AI is the capability to deploy and operate artificial intelligence using infrastructure, data and model weights that remain under the legal and operational control of a single organisation or nation. It takes more than a local data-centre region: it requires that no outside entity can read the data, withdraw the capability, or change the system without consent.
What sovereignty actually requires
Sovereignty became a procurement question for a simple reason. An AI capability delivered as a foreign-operated service can be subject to another country’s legal process, repriced next quarter, deprecated at a few months’ notice, or restricted as a matter of policy. For a bank that is an operational risk. For a defence ministry it is a strategic one.
RAPTOR answers it structurally rather than contractually. The models are open-weight files held on a unit you own, running on a platform your own people operate, in a location you choose. There is no processor to trust, because there is no processor other than you.
Inputs and outputs stay on the unit, inside your boundary. There is no outbound telemetry and no vendor-side logging, so no foreign legal process can reach data that never left.
Open-weight models are stored on the device. The exact version you accepted is the version that runs, indefinitely, and it cannot be silently swapped, throttled or withdrawn.
The compute is hardware you have bought and can physically point at. Capacity is not shared with other tenants and does not depend on an allocation somebody else controls.
Your people run it. Deployment, configuration, observation and updates all happen from the App Store on the node, with no support tunnel to an outside party.
Every capability declares its model, version and licence, and the deployed catalogue is restricted to Western-developed open-weight models, so provenance is defensible under scrutiny.
Benchmarks measured on the hardware, per-capability configuration, container logs and health metrics give an assessor real evidence instead of a marketing claim.
